Modernization of Rules of Procedures of National Assembly of Republic of Serbia
This report follows a comprehensive analysis of the procedures of the National Assembly of the Republic of Serbia undertook by the International Agency for Civic Diplomacy and Democratisation (IACDD) and Center for Development of Serbia (CDS), with the support of the OSCE Mission to FRY.
The aim of the analysis was to view the procedures in the context of their political and institutional environment, and where necessary, identify areas for improvement towards the strengthening of the Parliament as an open, effective, transparent, accountable, credible and modern democratic institution.
The results of the analysis, produced here, were first presented at a roundtable in March 2002 of parliamentarians, parliamentary experts and civil society, convened in partnership with the OSCE and the Serbian Parliament. This final report also includes the conclusions of the roundtable discussions, which saw overall consensus on the need for change. In particular, the priority areas were identified as weaknesses in the current House Rules, especially on the issue of parliamentary quorum; the implementation of a code of ethics; the development of an effective committee system; and concrete steps to redress the lack of legitimacy and trust that the public has in the institution of parliament.
