Capacity Building of the Local Self Government - Toplica 2002/2003

• First, like in previous projects, aim of this one is to give necessary knowledge, as well as skills needed for local administrative staff to enhance the functioning of local government in Toplica County. This local authorities capacity building will be done through two sets of activities aiming at raising local authorities administrative capacity.
  1. Course I. Same seminars, already organised, will be repeated, with the different participants. Topics of the seminars are Modern Local Self-Government, Strategic Planning, Human Resource Management, Communication for Local Government, Team Work as a Tool for Efficient Governance, Conflicts and Negotiations and Project Proposal Writing.
  2. Course II. On the other side a new set of seminars is designed to give in-depth information to the participants who already participated on the previous seminars. This means that a group which went through the initial training will continue to improve their skills and abilities to perform their job as civil servants. These new seminars are tailored according to the information we gathered from the evaluation meeting of the participants at the end of last project.
• Second aim of this project is to make general public in the Toplica County more familiar with the issues of local self-government and participate more in local affairs. This part of the project has also two particular activities.
  1. Production of the regular TV debates on the issues important for the local community.
  2. Production of printed information material about responsibilities of the local authorities and practical work of the municipality services (Guide to the Local Self Government and Guide to the Municipality services).
